President Xi Jinping Attends the Closing Ceremony of the Seventh Meeting of the China-France Business Council and Delivers Remarks

2025年12月4日中午，国家主席习近平在北京同法国总统马克龙共同出席中法企业家委员会第七次会议闭幕式并致辞。

On the afternoon of December 4, 2025, President Xi Jinping attended the closing ceremony of the Seventh Meeting of the China-France Business Council with French President Emmanuel Macron in Beijing and delivered remarks.

习近平指出，今年是中法关系“新甲子”的开局之年。两国经贸合作领域不断拓展、韧性不断增强。前10个月，双边贸易额达到687.5亿美元，双向投资额累计超过270亿美元。双方要秉持建交初心，抓住机遇、深化合作，推动两国关系行稳致远，共同谱写中法合作更加美好的篇章，以中法关系的稳定性应对当今世界的不确定性。

President Xi pointed out that this year, the China-France relationship has entered a new 60-year cycle. The two countries are expanding economic and trade cooperation to more areas and enhancing its resilience. In the first 10 months, bilateral trade reached US$68.75 billion and cumulative two-way investment has exceeded US$27 billion. The two sides should renew the original aspiration for establishing diplomatic relations, seize opportunities to deepen cooperation, and work for the steady and sustained growth of bilateral relations. Together, the two countries will jointly open up a more splendid chapter in cooperation and address the uncertainty in today’s world with the stability of China-France relations.

一是不断拓展双边经贸合作新领域。中方视法方为重要的、不可或缺的经贸合作伙伴，欢迎法方积极参与中国式现代化进程，支持有实力、有意愿的中方企业赴法投资兴业。双方要挖掘人工智能、绿色和数字经济、生物医药、银发经济等新兴领域合作潜力，持续推动产业链供应链开放合作，为两国企业提供公平、透明、非歧视、可预期的营商环境。

First, the two countries should continue to expand new areas for bilateral economic and trade cooperation. China views France as its important and indispensable economic and trade partner. China welcomes France to actively participate in Chinese modernization and will support Chinese companies that have the capacity and willingness in investing and doing business in France. The two sides should further unleash the potential of cooperation in emerging areas such as artificial intelligence, green and digital economy, biomedicine and silver economy, keep advancing openness and cooperation on industrial and supply chains, and foster a fair, transparent, nondiscriminatory and predictable business environment for companies of the two countries.

二是继续推动中欧互利合作新发展。今年是中欧建交50周年。中欧经贸关系的本质是优势互补、互利共赢，完全能够在发展中实现动态平衡。相互依赖不是风险，利益交融不是威胁。中法双方要推动中欧坚持全面战略伙伴关系定位，共创中欧关系更加光明的下一个50年。

Second, the two countries should continue to pursue new progress in mutually beneficial cooperation between China and the EU. This year marks the 50th anniversary of the China-EU diplomatic relations. The essence of China-EU economic and trade relations lies in complementarity and mutual benefit, and dynamic equilibrium can be achieved through development. Interdependence is not a risk, and convergent interests are not a threat. China and France should endeavor to ensure that China and the EU stay committed to the comprehensive strategic partnership and jointly work for a brighter next 50 years for China-EU relations.

三是共同为改革完善全球治理作出新贡献。今年是世界反法西斯战争胜利和联合国成立80周年。为了推动构建更加公正合理的全球治理体系，继全球发展倡议、全球安全倡议、全球文明倡议后，今年9月我提出全球治理倡议。中法两国要践行真正的多边主义，共同维护联合国地位和权威，维护以世界贸易组织为核心、以规则为基础的多边贸易体制，为改革完善全球治理贡献正能量。

Third, the two countries should jointly make new contributions to reforming and improving global governance. This year marks the 80th anniversary of the victory of the World Anti-Fascist War and the founding of the United Nations. To make the global governance system more just and equitable, on top of the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, I proposed the Global Governance Initiative this September. China and France should practice true multilateralism, jointly uphold the standing and authority of the U.N., uphold the WTO-centered, rules-based multilateral trading system, and contribute to reforming and improving global governance.

习近平强调，中共二十届四中全会审议通过了“十五五”规划建议。中国将全面推进中国式现代化，扩大高水平对外开放。欢迎法国企业家继续共享中国发展红利。

President Xi emphasized that according to the Recommendations for Formulating the 15th Five-Year Plan adopted at the fourth plenary session of the 20th Central Committee of the Communist Party of China, China will advance Chinese modernization on all fronts and promote high-standard opening up. China welcomes French entrepreneurs to continue to share China’s development benefits.

中法两国政府、企业等各界代表约150人参加闭幕式。

About 150 representatives from the governments, enterprises and other sectors of the two sides attended the closing ceremony.
